Managing Partner

Lucas Evans, Ph.D., BCBA-D, MO-LBA

Managing Partner

Lucas studies how complex organizations make better decisions. His work combines systems thinking, behavioral science, implementation science, decision support, analytics, and healthcare strategy to improve performance under real-world constraints.

Across state government and provider leadership roles, he has designed payment models, quality frameworks, population-risk approaches, performance systems, and care models for people with complex behavioral health and developmental disability needs.

Lucas previously served as Vice President of Clinical Services at Easterseals Midwest and as Chief Behavior Analyst for the Missouri Department of Mental Health's Division of Developmental Disabilities. His doctoral research developed and evaluated an app-based clinical decision support system for comprehensive case conceptualization and treatment planning.

Terri Rodgers, Ph.D., BCBA-D, MO-LBA

Partner

Terri brings more than three decades of experience in applied behavior analysis, clinical systems development, state government leadership, research, and workforce development.

She served in leadership positions in developmental disability systems in Florida and Missouri and retired from the Missouri Division of Developmental Disabilities after thirteen years of service, including serving as Missouri's first Chief Behavior Analyst.

Her work has included statewide positive behavior support systems, caregiver training, research and publication in severe behavior and parent training, behavior analyst licensure, and extensive mentoring of practitioners.

Rhiannon Evans, M.S., BCBA, MO-LBA

Partner

Rhiannon specializes in implementation, provider capacity building, workforce development, clinical quality, and integrated behavioral health and developmental disability systems.

Her experience spans inpatient behavioral health, state government, statewide provider coaching, fidelity systems, risk prevention, staff development, and Positive Behavior Supports implementation.

Her work has included helping develop Missouri's Positive Behavior Supports value-based payment incentive, training and implementation systems, and approaches for strengthening behavioral health and IDD integration.
